Hope Florida is an initiative led by Casey DeSantis, wife of Governor Ron DeSantis, and the Florida Department of Children and Families (DCF). It aims to help residents achieve financial independence by connecting them with resources from the private sector, religious organizations, and non-profit agencies. Among other things, the organization provides personalized support to families, veterans, and people with special needs.
The Hope Florida scandal came to light in early 2025. It involves allegations of embezzlement of public funds through the Hope Florida Foundation, following investigations into a $10 million transfer from a Medicaid settlement. These funds, intended for charitable causes, were paid to political committees through the foundation and ultimately used to finance campaigns opposing an amendment to legalize recreational marijuana in the November 2024 elections.
These actions triggered an investigation by the Florida House of Representatives in 2025 and are currently under investigation by a grand jury in Tallahassee.
DeSantis administration returns $10 million to federal government
On February 23, 2026, the DeSantis administration confirmed that it had repaid the federal government the $10 million payment, even though the administration had previously claimed that this portion of the $67 million paid by a Medicaid provider was not part of the agreement.
Shevaun Harris, secretary of the Agency for Health Care Administration, effectively acknowledged that Florida had repaid the federal government the entire $67 million, not $57 million. It should be noted that Medicaid is funded by the state and the federal government, and any money returned to the state must be shared with the federal authorities.
In a half-admission, Ms. Harris said that Florida had returned the extra funds “out of an abundance of caution” to “avoid any future liability or litigation.”
Unanimous vote in the House of Representatives
In the wake of the Hope Florida scandal, the state House of Representatives approved changes to strengthen oversight and transparency of settlement funds in order to prevent any further misappropriation of funds for political purposes.
The decision was unanimous in the House, with 116 votes to 0 in favor of adopting the measure (HB 593). But its fate remains uncertain in the Senate. A similar bill, SB 802, has not yet been put to a vote.
In the House, HB 593 was sponsored by Representative Alex Andrade, a Republican who has been highly critical of Governor DeSantis.
Andrade said, “Some people just don’t want to tell you the harm they’re doing. And as legislators, we have an obligation to lead and oversee the executive branch in these circumstances. This is an important policy. Otherwise, you’re going to end up in situations where money owed to the state is being diverted for inappropriate purposes.”
Under this bill, the state would no longer be allowed to pay money from a court settlement to a third party as a condition of the settlement.
WLRN reports that in the House of Representatives, several Democrats praised Republican Andrade’s bill, saying the measure was important for good governance and tracking taxpayer money.
